The delayed activation of the Sanità Trasparente Telematic Register under Italian Law 62 of 31 May 2022 has created a common internal assumption:

We will prepare properly once the official date is confirmed.

Operationally, this approach creates risk.

Italian Sunshine Reporting is not a task that can be structured in a few weeks. It requires foundational decisions across governance ownership, cross functional accountability, master data architecture, classification logic, workflow design, and XML XSD structured outputs.

These are operating model decisions, not administrative reporting tasks.

When postponed, they reappear later as escalation, internal friction, upload errors, and avoidable rework.

Italian Sunshine Reporting Is an Operating Model Decision

During the February Executive Briefing, one realization became evident.

Sunshine Reporting in Italy is not about understanding the regulation in theory. It is about building a defensible, scalable governance model before submission pressure begins.

Who owns classification logic
Is interpretation aligned across functions
Is master data defensible
Can every reported value transfer be traced to source
Does the XML file reflect structured governance or reconciliation under pressure

These are leadership decisions.

They are best addressed before urgency returns.
